Current state of accreditation decisions concerning JOQAR pilots

In the framework of the single accreditation procedure of the JOQAR project four Erasmus Mundus programmes were evaluated by international panels against a European framework. Each procedure was coordinated by a quality assurance agency from one of the countries of the consortium of the relevant programme. On the basis of the evaluation reports drawn by JOQAR assessment panels, each of the involved agencies is supposed to take its own accreditation decision according to its national legislation, thus avoiding multiple national accreditation procedures. Although a number of decisions have been taken and anticipated the decision-making is not finalised at the present moment. On this page you can observe the current state of decision-making by the involved quality assurance agencies.

Coordinating agency - AQU Catalunya, Spain

  • About AQU Catalunya, Spain
  • Institution: University of Barcelona
  • Update 15/11/2013: At this point the accreditation methodology is to be approved by the Quality Evaluation Committee. This means AQU Catalunya should be able to start the accreditation process shortly.

NOKUT, Norway

  • Update 15/11/2013: According to the Norwegian system, this institution does not need an accreditation from NOKUT to start a study program.

PKA, Poland

A3ES, Portugal

ANECA, Spain

  • Update 15/11/2013: According to the national legislation in Spain, accreditation for Erasmus Mundus programmes is not required.

CEAIE, China

  • About CEAIE, China
  • Institution: Central South University (CSU)
  • Update 15/11/2013: Central South University (CSU) from China does not award a diploma. Some students take part in the research project in China, under the supervision of CSU, for a maximum of 15 ECTS credits (equivalent to three months). The remaining 15 ECTS of the research project are delivered in one of the other partner institutions. So the role of CSU is limited to receiving some students for completing 15 ECTS of the thesis. The CSU provision is not recognised in China as a joint programme because of this limited role of CSU and the fact that no diploma is awarded by CSU. There is no accreditation requirement in China.

EMBC - Erasmus Mundus Master of Science in Marine Biodiversity and Conservation

  • Update 15/11/2013: AQAS has awarded an unconditional accreditation for this programme for 5 years on the basis of the JOQAR panel assessment report.

NVAO, The Netherlands and Flanders (Belgium)

  • Institution: Ghent University
  • Update 15/11/2013: There is a pre-existing accreditation decision in Flanders (Belgium) regarding this programme. This decision is valid from September 2008 until September 2015.

SKVC, Lithuania

  • Institution: University of Klaipeda
  • Update 15/11/2013: EMBC is not a full programme but a part (specialisation) of a study programme “Ecology and environmental studies“. This study programme is not registered as a joint programme and therefore cannot be treated as a joint study programme according to Lithuanian legislation. SKVC cannot take any official decision regarding accreditation of this programme specialisation following the outcomes of JOQAR panel. As regards study programme “Ecology and environmental studies“ (part of which is EMBC), this programme was accredited for 6 years (valid until 31/08/2016) based on evaluation by an international panel.

ANECA, Spain

  • Institution: University of Oviedo
  • Update 15/11/2013: According to the national legislation in Spain, accreditation for Erasmus Mundus programmes is not required.

AERES, France

  • About AERES, France
  • Institution: University of Pierre and Marie Curie - Paris 6
  • Update 15/11/2013: There is a pre-existing accreditation decision in France regarding this programme. This decision is valid until 1st of September 2014. JOQAR evaluation report arrived too late to be integrated into the evaluation procedure of AERES. Now the “habilitation” procedure is in progress in the Ministry (DGESIP). AERES will transfer the JOQAR report and the AQAS accreditation decision to the Ministry, so it can annex them to the procedure. These will be not the basis, but a “plus” in the framework of the new accreditation procedures.

ACCR, Norway

  • Update 15/11/2013: The current accreditation for this programme is valid from 30/04/2008 to 31/10/2016. The university is supposed to send a formal application to ACCR at the end of Nov. 2013 – the legal basis for ACCR to take a decision.

PKA, Poland

  • Update 15/11/2013: The presidium of PKA voted unanimously for the "Excellent" rate. This decision and the assessment report are published on PKA website. The institution is recognised by Ministerial decision without expiration.

CHE, Israel

  • Update 15/11/2013: The institution is recognised under Isralian law without expiration. Is awaiting accreditation of the joint degree by all others.

NAAC, India

  • About NAAC, India
  • Institution: Indira Gandhi Institute of Development Research
  • Indira Gandhi Institute of Development Research is accredited by NAAC (Cycle 2) with CGPA of 3.64, in 56th EC. Its accreditation is valid up to 15th September 2016.There is a reform of the accreditation system in India. Accreditation is made mandatory and there is a proposal to start multiple QA bodies at various levels including state.
